陳德成 先生為回饋社會與造福人群，遂決定成立社會福利基金會，為立案之相關事宜慷慨解囊、努力奔走，終於至民國八十三年成立本基金會，並以社會福利、慈善事業、培育專門人才、造福人群、增進社會安定為宗旨。

•Chen Te-Cheng Social Welfare Foundation
Mr. Chen Te-Cheng, in his commitment to giving back to society and benefiting people, decided to establish a social welfare foundation. He generously contributed funds and worked diligently to complete the necessary registration procedures. Finally, in 1994, the foundation was established with the aims of social welfare, charitable endeavors, fostering specialized talent, benefiting the community, and enhancing social stability.

有鑑於國內部份國中小學貧困學生因家庭經濟困窘等因素，經常有未吃早午餐的情形，考量營養的早午餐對於發育成長中的學生極有助益，亦可同時提升學生上課之注意力與學習力，故推動本關懷計劃。

Given that some elementary and junior high school students in Taiwan often skip breakfast or lunch due to economic hardship at home, we recognize the significant benefits of nutritious meals for their growth and development. Nutritious meals not only support physical growth but also enhance students’ attention and learning abilities in class. Therefore, we are promoting this care program to address these needs effectively.

The goal is to create a five-star dining experience and enhance the elderly care center into a comprehensive facility.

虎尾鎮有超過5處長青食堂，可說是雲林縣長青食堂密度最高的鄉鎮。為了鼓勵長輩們擴大社交圈，食堂也規畫為學習場域，透過多方資源的連結，讓食堂成為完善的托老中心，呼應中央長照2.0政策。

There are more than five Changqing Canteens in Huwei Township, making it the town with the highest density of Changqing Canteens in Yunlin County. To encourage the elderly to expand their social circles, the canteen is also planned as a learning space. By leveraging various resources, the canteen aims to become a comprehensive elderly care center, aligning with the central long-term care 2.0 policy.
